There are 12 groups, each comprising 5 teams. In the group stages,
each team plays every other team within its group. The 12 group
winners then proceed to the semi-finals, each playing one other winner
over 2 legs between July 27 and July 31 according to the 2nd table
below. The 6 victors then play each other in the Intertoto Cup finals
within the context of the 1st round of the UEFA Cup on August 6/20
according to the 3rd table.

Background
This competition has been around for many years, primarily as a means
of generating money for betting shops over the football-starved
summer. Last year, UEFA raised the competition's profile by allotting
2 places in the UEFA Cup to the 2 clubs who make it through the
competition. As such, there is no Intertoto Cup winner and no
trophy! The new image was given a great boost by Bordeaux's progress from the Intertoto last year to
the recent UEFA Cup
final.
This year, 6 places in the preliminary round of the UEFA Cup are at stake. Of UEFA's 49 member associations, clubs from 34 will take part. Of the top 10 ranked nations, only England and Portugal originally declined to take part this year. Italy (3 teams) and Spain (1 team), who originally agreed to take part, have withdrawn from this year's competition, thus provoking UEFA into handing them monetary fines. Teams from Denmark, Austria, Turkey have replaced them. Because of FIFA's suspension on Greece, their representative was removed from the draw. Since then, the suspension has been lifted but their place was taken by Lithuania. It also seems that Albania's place has been taken by Estonia.
